Energy taxes and endogenous technological change (Preliminary: Please do not cite)

چکیده

This paper studies the effects of a Pigouvian tax on energy use on the growth path of a model economy where market structure is endogenous and jointly determined with the rate of technological change. Because this economy does not exhibit the scale effect (a positive relation between growth and aggregate effort in R&D), the tax has no effect on the economy’s steady-state growth rate. It has, however, important transitional effects that give rise to surprising results. Specifically, under plausible conditions a small tax can raise long-run consumption and welfare despite the fact that — in line with standard intuition — it lowers consumption in the short run.

Energy taxes and endogenous technological change (Running Title: Energy taxes)

This paper studies the effects of a tax on energy use in a growth model where market structure is endogenous and jointly determined with the rate of technological change. Because this economy does not exhibit the scale effect (a positive relation between TFP growth and aggregate R&D), the tax has no effect on the steady-state growth rate. It has, however, important transitional effects that giv...

Induced technological change under carbon taxes

We study changes in fossil fuel and non-fossil energy use and carbon dioxide emissions induced by carbon taxes. We develop a partial energy equilibrium model with capital and labor as production factors, and endogenous technological change through learning by doing and learning through research, distinguishing between private and public innovations. Our model reproduces the learning curves typi...

Stranded Vehicles: How Gasoline Taxes Change the Value of Households’ Vehicle Assets

Economists tend to favor Pigouvian taxes or cap-and-trade programs to correct the negative externalities of climate change and local pollution caused by the burning of fossil fuels. Arguments against energy taxes, and gasoline taxes more specifically, often include concerns about the regressivity of the tax. Other concerns relate to the geographic incidence of the tax. We study the effect of a ...
